Johnny Friendly uses gangster tactics to control the local dock worker's union. He is helped by a corrupt lawyer, Charley Malloy. Charley's younger brother, Terry, a former professional boxer, hangs out down at the docks and runs errands for Johnny.
Terry is forced to reconsider his relationship to the tyrannical union boss when he witnesses the murder of a dock worker by some of Johnny's henchmen. Following the murder Terry gets in contact with the victim's sister. She introduces him to Father Barry, who wants Terry to testify in court in the hopes of getting Johnny and his men out of the union.
Under orders from Johnny, Charley tries to get his brother to keep quiet about the unions shady dealings. He is unsuccessful, and a short time later is himself murdered by his erstwhile friends.
With his brother's murder, Terry's mind is made up. He takes the stand and Johnny is removed from the union leadership. In spite of this, however, he retains a lot of his influence, and sees to it that Terry doesn't get any work in the docks. This leads to a final showdown between Terry and Johnny.
