Spring 1945. Anarchy reigns in the northern hemisphere. Cut off German troops are rampaging in northernmost Finland.
Seppo Rävmark comes to the little Sami village of Sagojokk, located on the borders of Finland, Sweden and Norway. He has escaped from prison and German tanks are hard on his heels. For some reason the villagers mistake him for a minister from the capital, sent out to organize the rebuilding of the ravaged area. Seppo throws himself into the task at hand with great vigour and enthusiasm.
