The film takes place in 1986, at a time when Estonia is occupied and under Soviet rule, a repressed country where young people get punished for not following communist ideals. Hundreds of young men and women from the Summer Brigades gather at a camp where they are about to learn how to become good communists. But teaching the brigades to walk in line turns out to be a tough task as the youths are more interested in drinking alcohol and making out in the tents. When the Krootse team, one of the competing groups at the camp, finds a sty full of dead pigs, they decide to make a symbolic play called ''Something is
Rotten in this Country''. This becomes the instigation of a revolt against the camp leaders and their communist ideals.
What first seems like an ordinary feel-goodmovie turns out to be a highly political satire about totalitarian politics, and at the same time a tribute to young people's unwillingness to obey. This is the first feature film by directors Jaak Kilmi and Rene Reinumagi and it won the Special Jury Prize at the Moscow International Film Festival.
