A brutal murder is committed. Osamu Hatada and his wife Megumi, five months pregnant, are cut up with a carving-knife. An actor, Masaki Shibata, is arrested as a suspect. He makes some admissions, but his defense counsel wants him to undergo a mental examination. It shows that Shibata is a schizophrenic, but the psychiatrist's assistant is suspicious. She believes that Shibata is only acting another part. The search for truth has begun... ''Keiho'' is the Japanese word for law and the title of the film refers to paragraph 39 in Japanese criminal law, which states that a person who isn't in full possession of his senses cannot be convicted.
