Is cannabis as harmless as the users claim, or is it a dangerous highway towards murder, insanity and general demoralisation? Mann criticises the American government's costly and sometimes circumstantial campaigns against the use of marijuana. He shows the 20th century's big brother aproach, serving us sarcastic and ironic montages filled with ambiguity, irony and dollar signs. It is far from impartial - but an enlightening and entertaining mix that shows how the politics trim their sails to fit the wind coming from the weed-smoking people, being for, against or indecisive. The film is narrated by Woody ''Cheers'' Harrelson, who himself is a weeg aficionado and hemp activist. ''I don't want to be an agitator, but when I take part in a film it makes people think and reflect''.
